The Secret Service needs to be legally tapping the phone of Glenn Beck and Rep. Michele Bachmann of Minnesota. The State representatives in Congress represent the people of their states as one voice, so yes, saying “the right of the people” would also mean “the right of the state”. You should know by now that the Fed makes the laws (the primary laws) and the states will either accept as is or will come up with their own interpretation of the law for their own state.
