Everything went through him, and he had his own security level. He decided to invade Iraq, he authorized torture, he leaked Plame's name. Bush was too busy clearing brush to do anything, so he told Cheney to run the country. My own opinion is that after 9/11 (or maybe before) Bush gave up and realized the job was too big for him and "resigned" in a sense and Cheney took over from there on out. that thing about Bolten having pictures of Bush’s hands is really creepy.
